Umm you can use Winamp which is free, you can do lots of things with Winamp. You just gotta mess with the tempo, rate and pitch.

There is nothing that will auto chipmunk music. Just mess with the tempo, rate and pitch which is what forms the chipmunk sound.. duuh.
