Okay , so this is what happened to me.
My regedit was disabled and I just had my PC formatted yesterday!
(Tip : Check if your regedit is disabled or not because if it is , it might create problems in future )
How to open regedit?
I use XP pro , so I can only give out steps for it..sorry.
( Start -> Run -> Type regedit and press enter. )
It should show a message saying , if it's disabled "Regedit is disabled by the administrator"
If it's disabled , here's how you can get it back.
1. Make sure your access to registry editing tools is setted to "Not Configured".
This is how you can do it.
Click Start -> Run -> gpedit.msc -> User Configuration -> Administrative Templates -> System -> Prevent access to registry editing tools -> Right Click Properties -> Set it to Not Configured. (If it's Not Configured already , then there's really no need to click Enable or Disable. Leave it as it is)
2. Then Click on Start -> Run. Type this command in Run box and press Ok.
REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD /d 0
Copy and paste the whole or type it out , anything that suits you.
Then a prompt will come up with this question:
Value DisableRegistryTools exists, overwrite (Y/N)?
Type y or yes and press Enter.
This should get your regedit back , oh and don't forget to run a virus scan once you're done
